Where does responsibility sit when a workplace is delivered by many organisations?
This question matters particularly in Facility Management (FM).
A modern workplace is rarely operated by one company alone. Behind a factory, hospital, data centre, office, or logistics facility can sit an interconnected network of service providers, specialists, and suppliers, each contributing to how that workplace performs every day.
OCS Indonesia is often part of that ecosystem.
That gives us a particular perspective on Human Rights Due Diligence (HRDD).
For companies operating within supply chains, responsible business is not simply about responding to requirements from customers. Nor is it enough to pass those expectations further down to suppliers.
The more important question is how responsibility travels through the chain.
FM sits close to where corporate commitments become everyday operating conditions. Policies developed at headquarters eventually meet real decisions about recruitment, supervision, working hours, safety, training, procurement, and how people are treated at site level.
That proximity creates both responsibility and opportunity.
Service providers can help principals gain greater visibility into workplace conditions, identify weak signals earlier, and bring operational insight into conversations that might otherwise remain at policy level.
But responsibility works in both directions.
Principals need commercial models that make responsible delivery possible. Service providers need to meet employment and human-rights expectations while continuously improving productivity. Suppliers and subcontractors need clear expectations and accountability. And workers need trusted ways to raise concerns.
No single organisation can create a responsible workplace by acting alone.
