Executive Summary
Stirling Council wanted to make its homes cheaper to run and lower in carbon, while giving tenants a reliable, renewable energy supply.
OCS combined specialist energy services, long-term program delivery and tenant engagement to deliver one of the UK’s largest local authority-led solar PV and battery storage program.
Over eight years, the £21 million program has upgraded more than 4,800 homes and now saves more than 2,000 tonnes of CO₂ every year.

The Challenge
Many of the council’s tenants faced high energy bills, and its homes were central to its route to net zero.
Retrofitting thousands of occupied homes called for consistent installation quality, value for public money and technology that would keep performing for the long term.
The council needed a partner able to manage a program of this scale, track progress throughout and help tenants get the most from their new systems.
The Approach
Working under a long-term framework, OCS applied one consistent standard to specification, installation and quality in every phase.
Each home was fitted with a high-spec solar PV system paired with a Tesla Powerwall battery, allowing tenants to store the energy they generate and use it when they need it.
Program and performance reporting gave the council clear oversight of installations, system performance and value, helping to prioritise each phase of work.
Energy education helped tenants understand their usage and become more self-sufficient.
The Outcomes
Stirling Council is now one of the UK’s most solar-enabled local authorities, with clear performance data to inform future decisions about its homes.
