The UK private security sector faces greater exposure and scrutiny than ever before. Risk profiles are rising, expectations are higher, and standards for training, conduct and accountability are being tested more openly.

Security is no longer judged solely on presence or response. It is assessed by decision-making, consistent delivery, and trust. When standards fall short in one part of the industry, the impact extends far beyond a single contract or organisation. Confidence is shared, and so is reputational risk.

This places greater responsibility on security leadership. The decisions taken and the actions taken shape how the sector is trusted by customers, regulators and the public.

Steven Moore, Managing Director for Security UK at OCS, was recently appointed to S12, a senior industry group established to help shape policy and support the implementation of legislation across UK security.

For Steven, accountability begins with acknowledging where the industry has struggled to turn intent into impact. It also means recognising that senior leadership roles carry obligations that extend beyond individual businesses, particularly at a time when the sector has a clear opportunity to strengthen confidence.

Custodianship Beyond Organisational Boundaries

Security leaders operate within commercial organisations, but their authority extends far beyond. Standards, behaviours and expectations travel quickly across the industry – what is tolerated in one area can soon become accepted practice elsewhere.

Custodianship is about stewardship. It requires leaders to look beyond competition and recognise shared responsibility for the sector’s credibility. That includes addressing long-standing issues such as training malpractice, labour exploitation, mandatory business licensing, and the implementation of Martyn’s Law.

These challenges cannot be solved in isolation. They demand collective ownership and a preparedness to collaborate, even within a competitive market.

Visible leadership brings both personal and professional exposure. The sector has seen initiatives that raised expectations but failed to deliver lasting change. That history makes progress today non-negotiable. Visibility without results risks further erosion of trust, both within the industry and among customers and regulators.

One of the critical success factors for this group is that we actually deliver an output and that we don’t just sit there. But ultimately, if we want to enact change, we are going to need the whole industry to come together and collaborate as one.”

Success will not be defined by frameworks or statements of intent. It will be measured by outcomes that not only raise standards across the industry but also endure. These include clearer accountability across the supply chain, stronger safeguards against malpractice, and closer alignment between regulation, training and operational reality.

It also requires personal ownership from all those involved, with leadership grounded in responsibility rather than profile, placing both credibility and reputation behind the work.
