PFM Awards 2025: Recognising Colin Rushforth’s Leadership and Commitment to People

Building a Career through Technical Expertise

Colin Rushforth has built his career through hands-on technical experience and steady progression across building services and facilities management. He began his working life as an electrician before transitioning into project delivery roles, where he managed a wide range of projects across the Scottish Courts and Tribunals Service and the Crown Office and Procurator Fiscal Service estate. Over more than a decade he developed a detailed understanding of the buildings, the systems and the people who keep them operating. This experience shaped the practical and collaborative leadership approach he is known for today.

Stepping into Leadership during a Period of Change

In 2021, he assumed the role of Account Director for the SCTS and COPFS contract, stepping into the position at the height of the COVID-19 pandemic. The transition took place during a period of considerable change, but Colin’s calm and methodical approach helped uphold stability across a national estate and further strengthened the long-standing partnership. His expertise, communication style, and ability to foster trust have been vital to the ongoing development of the contract.

Recognition at the PFM Awards 2025

This year Colin’s contribution was recognised at the PFM Awards 2025, where he was named Account Director of the Year. Announced in November 2025, the award reflects his commitment to high standards, clarity and long-term customer partnership. The relationship with SCTS and COPFS has now spanned 14 years and continues to deliver strong results. Service performance has remained consistently high, the contract has seen sustained growth since 2021 and significant investment has been secured for energy and sustainability projects, including £16.2 million in government funding. Data-led improvements and the adoption of smart building technology have also supported meaningful reductions in carbon emissions across the estate.

Colin is recognised within the contract for how he supports and develops colleagues. He fosters open conversations, dedicates time to mentoring emerging managers, and helps create opportunities for colleagues to advance. His calm and approachable manner builds confidence and fosters a team culture where colleagues feel respected and capable of delivering high-quality results. 

A Commitment That Extends Beyond Operations

Colin’s leadership is also reflected in his work within communities. He plays an active role with Scottish Autism and was appointed a Business Ambassador for the charity, supporting awareness, training, and inclusion initiatives. His involvement has strengthened the relationship between OCS and Scottish Autism and has helped foster environments where people have greater opportunities to thrive. He has also supported wider social value activities across the contract, including work with Women’s Aid and partnerships that provide pathways into employment for those facing barriers. 

“This was a moment of achievement for me personally,” Colin said, “but one that is only made possible by my strong team and the collaborative customer behind us. They make the contract a success.”
