Executive Summary

OCS, formerly FES Support Services Ltd (“OCS”), has successfully designed and delivered the Castleview Low Carbon Transport Hub in Stirling on behalf of Stirling Council. This innovative development is the second project completed as part of the A9 Electrification Scheme and contributes to the Scottish Government’s wider commitment to phasing out the need for new petrol and diesel cars and vans by 2030 and achieving net zero emissions by 2045.

Located at Castleview, the hub comprises 132 car parking bays and 64 electric vehicle (EV) charging points, supported by on-site solar generation and battery storage. Six overhead solar canopies—featuring 864 Sunpower 320W photovoltaic panels—are expected to produce approximately 210,000kWh of renewable electricity annually. This low-cost, clean energy is used to power EV charging infrastructure and street lighting throughout the site.

The Brief

The Castleview Low Carbon Transport Hub aimed to:

Deliver a sustainable transport hub supporting Scotland’s net zero targets.
Provide extensive EV charging infrastructure powered by renewable energy.
Improve access to Stirling town centre and promote active travel.
Enhance energy resilience through on-site solar generation and battery storage.
Align with national and local climate policies through innovative infrastructure.

Accessibility and Active Travel Integration

The hub is strategically positioned to facilitate access to Stirling town centre and the M9 corridor. Enhanced pedestrian crossings and an upgraded active travel plan support multi-modal transport and enable commuters, residents, and visitors to choose lower-carbon journeys with ease.

Scottish Government Minister for Transport, Graeme Dey, stated: “The Castleview Low Carbon Transport Hub demonstrates the strength of ambition Stirling Council has in tackling the climate emergency and promoting sustainable travel.”

The Outcome

The Castleview Low Carbon Transport Hub stands as a benchmark for infrastructure-led decarbonisation. By integrating renewable energy, battery storage, and a full suite of EV charging options, the hub supports the shift to cleaner transport and more resilient local energy systems.

It provides a scalable model for sustainable transport infrastructure across Scotland and reinforces OCS’s growing role as a delivery partner in the transition to net zero.
