Executive Summary

OCS partnered with Stirling Council to deliver one of the UK’s largest local authority-led solar PV and battery storage programmes. Over eight years, the £21 million project equipped more than 5,000 homes with high-spec solar PV systems and Tesla Powerwall batteries. The initiative aimed to reduce carbon emissions, combat fuel poverty, and future-proof homes with reliable, renewable energy — making a lasting impact on both people and the planet.

The Outcome

We helped Stirling Council become one of the UK’s most solar-enabled local authorities. More than 4,800 homes now benefit from low-carbon, low-cost energy. Tenants have gained control over their energy use, while the council has made progress towards net zero goals. We delivered a scalable, future-proof solution that prioritises people and the planet.

BEST Outcomes

  • We supported tenants through every stage of the rollout, from installation to energy education, ensuring they understood how to get the most from their new systems.
  • Our delivery teams worked efficiently across diverse property types. With remote monitoring and high-quality components, we reduced downtime and maximised system performance.
  • We maintained high standards throughout, specifying Tier 1 products, engaging stakeholders early and ensuring every installation met rigorous quality benchmarks.
  • By combining high-efficiency solar panels, battery storage and real-time diagnostics, we delivered a robust, adaptable energy system built to last.
  • We cut carbon, reduced energy costs and helped residents live more sustainably. This project set a benchmark for what local authorities and partners can achieve together.
