Medical Council Ireland and OCS Mobilise Phase One of Two-Year TFM Contract

OCS is proud to announce the successful mobilisation of a new Total Facilities Management (TFM) contract with the Medical Council Ireland, marking a significant milestone in the evolution of facilities services within one of Ireland’s most respected regulatory bodies.

The Medical Council, the statutory regulator for doctors in Ireland, plays a vital role in ensuring patient safety and supporting the professional development of over 20,000 registered doctors. With responsibilities ranging from medical education accreditation to fitness-to-practise investigations, the Council’s operations demand a high standard of support services to maintain its critical infrastructure.

OCS Secures TFM Contract

After a rigorous public procurement process, the Medical Council Ireland selected OCS to deliver a comprehensive suite of TFM services, including cleaning, security, mechanical and electrical maintenance, life safety systems, BMS management, CCTV monitoring, and keyholding.

Additionally, the contract also includes the consolidation of over 32 previously separate suppliers. This consolidation streamlines operations and enhances service delivery.

Ciara McMorrow, Facilities Manager at the Medical Council, reflected on the journey:

We’ve been planning this transformation for some time. The opportunity to consolidate services under one roof was essential – not just for efficiency, but for quality and consistency. OCS stood out not only for their technical capability but for the strength of their relationships and trust-based approach.

Service Integration

A standout feature of the partnership has been the shared commitment to diversity and inclusion. In addition, the Council particularly praised OCS Ireland’s female-led FM team. Notably, few teams like this exist in a traditionally male-dominated field.

It was refreshing to see a woman leading the FM team – someone who could climb up on a roof and talk HVAC with confidence. That kind of representation matters.

Two nurses in uniforms walk and talk in a brightly lit hospital corridor. One holds a blue clipboard, and both wear ID badges. Other healthcare staff work in the background.
A smiling doctor with a stethoscope around her neck sits at a desk, talking to a family of four—two adults and two children—during a medical consultation in a bright office.

Reflecting on the broader significance of this partnership, Áine Mulcahy, Managing Director – Ireland, highlighted the importance of trust, service excellence, and long-term collaboration at the heart of OCS’s approach:

We are delighted to welcome the Irish Medical Council as a new strategic client within our portfolio and appreciate your trust in our end-to-end facilities management services. We are committed to providing you with the highest standards of service and look forward to a successful partnership.

The contract rollout follows structured phases, with each element implemented carefully and precisely. From Hard Services to Cleaning, the goal is to create a seamless, integrated facilities management (FM) environment that supports the Medical Council’s growing needs.

Teams described the mobilisation of phase one as “brilliant,” working closely together to ensure a smooth transition. Working together, new OCS colleagues completed their inductions successfully, the team conducted CAFM training at the Dublin OCS office, and finalised and shared PPM schedules with all parties.

We are now in Business As Usual, with the Operations Teams receiving top marks for the initial SLA’s outlined in the contract.

Eoin Power, Mobilisation Manager representing OCS, commented:

This is more than just a facilities contract. It’s a strategic partnership that supports the Medical Council’s mission to protect patients and support doctors. We’re honoured to be part of that journey.
