Executive Summary

OCS supported Morrison Construction in delivering a new primary school in Whitecraig, East Lothian, on behalf of East Lothian Council. We installed all mechanical, electrical, plumbing, data, and fire protection systems, including a complex air source heat pump system designed by Harley Haddow.

By proposing an off-site fabrication approach, we overcame logistical, safety, and environmental challenges. We completed the full on-site installation within one day, reducing disruption, improving safety and keeping the build on schedule.

The Brief

East Lothian Council commissioned a purpose-built primary school in Whitecraig to provide a modern learning environment and meet the area’s growing demand for places.

A key requirement was the installation of an air-source heat-pump system situated on a remote, purpose-built frame outside the main building. The system demanded extensive welded steel pipework to distribute heating and hot water throughout the school.

The Outcome

By shifting the heat pump installation off-site, we reduced on-site work from several weeks to one day. Our approach eliminated hot works and weather risks, improved safety, and allowed Morrison Construction to maintain programme timelines. We preserved the design intent while delivering a high-efficiency solution that aligned with the council’s sustainability goals.

  • Programme certainty: Installation time on site reduced by an estimated six to eight weeks, freeing resources for other trades and protecting the overall build schedule.

  • Improved safety: Elimination of on-site hot works reduced risk and simplified safety oversight for Morrison Construction.

  • Weather resilience: Fabrication in a controlled environment removed dependence on outdoor conditions, ensuring predictable delivery.

  • Sustainability maintained: The off-site approach preserved the energy-efficient design created by Harley Haddow, supporting East Lothian Council’s low-carbon objectives.
