Executive Summary

Managing visitor safety across a historic landmark requires clear visibility of activity, timely decisions and a careful approach to preserving the building.

Working with Stirling Council, OCS introduced intelligent video monitoring at the National Wallace Monument. Live information helps colleagues understand visitor movements, identify emerging security concerns and direct support where it is needed, strengthening daily operations across this unique heritage environment and historical site.

The Challenge

The National Wallace Monument welcomes hundreds of thousands of visitors each year. Its four floors, connected by a single 246 step staircase, create a complex environment for managing visitor movement and maintaining security.

Stirling Council needed greater visibility of areas that could not be monitored from ground level, enabling colleagues to identify potential issues earlier and respond effectively. Any improvements also had to respect the building’s historic architecture and protect its irreplaceable collections.

The Solution

OCS worked with the Monument’s management team to identify where enhanced monitoring would make the greatest operational difference.

An initial installation of 18 cameras established live coverage across all four floors, supported by a central recording system. Intelligent video functionality allows colleagues to identify unauthorised movement in restricted areas and locate individuals across recorded footage.

This information supports faster decisions on where assistance is needed, allowing the team to direct resources appropriately.

Timed voice announcements also support closing procedures, while live monitoring helps colleagues understand visitor movements as the building is cleared.

Installation was carefully phased, with specialist protection for historic artefacts and equipment transported through the building’s single staircase.

Best Outcomes

Stirling Council can manage the National Wallace Monument with greater confidence in visitor safety and security. Real-time intelligence gives colleagues a clearer understanding of activity across the historic tower, informing quicker decisions and helping protect visitors, collections and the wider attraction.

Visitors benefit from stronger safety and security throughout the Monument.
Potential incidents identified earlier, supporting more targeted responses.
Visitor movements and closing procedures managed with greater oversight.
Historic collections and the wider attraction benefit from enhanced protection.
