Executive Summary
In Autumn 2023, OCS collaborated with Ingeus to deliver a programme supporting a group of long-term unemployed participants into work. Candidates spent time learning about His Majesty’s Courts & Tribunals Service (HMCTS) and were equipped with employability skills and SIA licences with a view to undertaking Court & Tribunals Security Officer roles on this contract. HMCTS is an executive agency of the Ministry of Justice (MoJ) that provides support for the judiciary in England and Wales. It is responsible for the administration of criminal, civil, and family courts, as well as tribunals. All participants were guaranteed an interview and as a result of this programme, five candidates secured sustainable employment, generating significant social and economic value.

The Inclusive Recruitment project aimed to:
The Outcome
We delivered an inclusive recruitment routeway programme that included:
- A comprehensive introduction to OCS and the role of a Court & Tribunals Security Officer (CTSO) on the HMCTS contract.
- Training to obtain the SIA (Security Industry Authority) licence.
- Development of employability skills, including mock interviews and transferable skills training.
Seven candidates attended the course, each guaranteed an interview. From this, five candidates secured sustainable employment on the OCS HMCTS contract. Over three sessions, 91 hours were dedicated to supporting these individuals back into work, generating £9,607.78 in Social/Proxy value. This initiative contributed to local, social and economic value (LSEV) by creating more opportunities for growth and development within the community.
